Objections unanimously agreed as below:

  • The Committee noted the refusal for planning application 18/03184/HSE – the proposed garage extension in this application is smaller, but the same issues still apply, to a lesser degree.  Clerk to restate original objection pertaining to this part of the application. 
  • Members would like to see barn hipping on the end nearest the boundary fence to soften the outline. 
  • Given that application number 18/03718/HSE was granted, this additional application even its reduced form is considered over development of the site.

Members would like to retain the barn effect of the original building, as per the Neighbourhood Plan, and in keeping with the surrounding houses and existing property.  The architectural style should be maintained.  Objection unanimously agreed.  Clerk to process.

  • 19/00464/FUL - Upper Cufaude Farm Cufaude Lane Bramley

Erection of two no. 4 bedroom barn-style dwellings and access

The Committee noted the BDBC refusal for application number 16/04519/FUL, and further noted that this application is very similar.  Therefore, objections were unanimously agreed as follows:

  • Conservation issues as noted in refusal for 16/04519/FUL
  • The Neighbourhood Plan has now been made (which it had not at the time of the previous application).  This application is contrary to the Neighbourhood Plan.
  • The application is contrary to policies H1 and H2 of the Bramley Neighbourhood Plan, and policy SS6 of the Local Plan, as it lies outside the Settlement Policy Boundary, and there is no demonstrated local need.
  • The application is contrary to policy EM2 of the Local Plan, as it lies within the strategic gap.

Minchens Barn planning appeal

 

 

The upcoming planning appeal for 18/03304/FUL was noted.  Cllr Flooks has drafted a written submission for the planning appeal. 

The text for the submission was unanimously agreed, with an additional paragraph outlining the unclear timeline and application process.  Change references to show that they are from the appeal statement.  Clerk to submit by 20th March.

Update on Unlawful Development

 

 

  • Cufaude Lane –Removal of the hard standing was due by 7th March, as per the court order from February 2019.  It appears that the owner has complied with the court order.  The planning and injunction appeals will be heard at BDBC on 2nd April 2019 for four days.  Parish Councillors will be attending the appeal hearing.  Details to be placed on the Parish Council website and social media.

Update on waste water provision for new developments

 

 

No update at present.

Neighbourhood Plan Review working group

 

 

Cllr Bell proposed that a working group should be formed to review the Neighbourhood Plan in line with emerging policies from BDBC, in preparation for the next Local Plan, due in 2029.  Unanimously agreed to be a good idea – referred to full council for more debate.  Cllr Flooks to add item to parish magazine article.  Clerk to enquire when sites for 2029 are to be considered.

Contractor issues at development sites

 

 

The Clerk has been working with both BDBC and developers to alleviate some of the issues, particularly with parking in Farriers Close.  There appears to have been a measure of success, and the situation is being monitored.

  1. a.       Minchens Lane development
  • Lockable bollards have now been placed at the access bridge from St James Park to Clift Meadow, although these do not appear to be particularly strong.  Hedge planting has also been done near the pub.  However, there is no sign of bollards at the pub preventing vehicular access, nor are there barriers yet at the footpath exit from Clift Meadow onto The Street.  The Clerk is liaising with both BDBC and developers to get this work completed.
  • The Clerk continues to liaise with BDBC re the St James Park playground.
